Drugs and Alcohol Policy

 

 

1. Purpose

 

This policy sets out our approach to preventing, identifying and responding to drug and alcohol misuse within our Alternative Provision. It ensures a safe learning environment and compliance with safeguarding and legal requirements.

 

2. Principles

 

 

  • The safety and wellbeing of pupils, staff and families is paramount.

  • Drug and alcohol misuse is addressed through education, support and clear boundaries.

  • Illegal substances and harmful use of alcohol have no place within our provision.

  • Responses are proportionate, safeguarding-led and non-judgmental.

  • Staff act promptly when concerns arise.

 

 

3. Definitions

 

For the purposes of this policy:

 

  • Drugs include illegal substances, controlled drugs taken without prescription, “legal highs,” volatile substances, and misuse of prescription or over-the-counter medication.

  • Alcohol misuse refers to alcohol consumption that impairs safety, behaviour or learning.

  • Possession includes having substances on the person or in personal belongings during sessions or meetings.

 

 

4. Expectations for Pupils

 

Pupils must not:

 

  • Bring drugs, alcohol, drug paraphernalia or vaping/smoking devices to sessions.

  • Attend sessions under the influence of drugs or alcohol.

  • Encourage, pressure or involve others in drug or alcohol misuse.

  • Misuse prescribed medication.

 

Pupils are expected to:

 

  • Engage with support when concerns are identified.

  • Disclose relevant medical or medication information as needed for safety.

 

 

5. Expectations for Staff and Tutors

 

Staff must:

 

  • Not consume alcohol or drugs before or during work.

  • Report any concerns immediately to senior management or the DSL.

  • Model safe and responsible behaviour.

  • Store medication securely when responsible for it.

  • Avoid administering medication unless authorised and trained.

 

 

6. Identification of Concerns

 

Signs of drug or alcohol misuse may include:

 

  • Smell of alcohol or substances

  • Poor coordination or unusual behaviour

  • Paraphernalia found in the learning environment

  • Significant changes in mood, engagement or physical presentation

 

Concerns must be documented and passed to the DSL without delay.

 

7. Responding to Incidents

 

 

7.1 Pupil in Possession

 

If a pupil is found with drugs, alcohol or related items:

 

  • The tutor ensures immediate safety and removes risks.

  • The DSL is informed urgently.

  • The substance is secured and handled in line with legal guidance.

  • Parents/carers and the referring body are notified.

  • Police may be contacted where legally required or where safety demands it.

 

 

7.2 Pupil Under the Influence

 

If a pupil arrives under the influence:

 

  • The tutor prioritises safety and ends the session if needed.

  • Parents/carers are contacted to collect the pupil.

  • The DSL assesses whether medical attention is required.

  • A safeguarding review is initiated.

 

 

7.3 Safeguarding Response

 

Where misuse indicates harm, neglect or coercion:

 

  • A safeguarding referral may be made to social care.

  • Multi-agency professionals may be involved to support the pupil.

 

 

7.4 Staff Concerns

 

Any staff member suspected of working under the influence will:

 

  • Be removed from duty immediately

  • Be subject to formal investigation

  • Face disciplinary action where appropriate

 

 

8. Support and Intervention

 

We provide or facilitate:

 

  • Signposting to specialist drug and alcohol services

  • Early help referrals

  • Multi-agency meetings to address underlying needs

  • Adjustments to timetables or provision where appropriate

  • Encouragement of open, non-punitive communication with families

 

 

9. Sanctions and Withdrawal

 

A pupil may face sanctions—including temporary suspension of sessions or withdrawal—if:

 

  • They repeatedly bring substances to sessions

  • They pose risk to themselves or others

  • They refuse to engage with support and behaviour does not improve

 

Withdrawal decisions follow a multi-disciplinary review with parents and the referring authority.

 

10. Legal Compliance

 

We operate in accordance with:

 

  • Misuse of Drugs Act 1971

  • Psychoactive Substances Act 2016

  • Children Act 1989/2004

  • Keeping Children Safe in Education

  • Working Together to Safeguard Children

 

Illegal substances will be handled, stored and disposed of following statutory guidance.

 

11. Review

 

This policy is reviewed annually or sooner if legislation or organisational needs change.
